The Town of Innisfail takes the responsibility of ensuring that growth and development in Innisfail is sustainable, reasonable, and conforms to regulations outlined in legislated planning documents, such as a Municipal Development Plan (MDP).

Land Use Bylaw

Innisfail's Land Use Bylaw regulates and controls the use and development of land and buildings within the municipality. This technical document implements the policies contained in the Municipal Development Plan. Subdivision

Subdivision is the process of creating several smaller land titles from one larger land title. Subdivision applications must be approved by Town Council. The evaluation period is lengthier due to a number of complex considerations – e.g. infrastructure, transportation systems, parks, housing density, zoning or land use districting. Parkland Community Planning Services process all subdivision applications within the Town of Innisfail.

Parkland Community Planning Services (PCPS)

PCPS is an inter-municipal services agency that provides a broad range of planning services to urban and rural municipalities. Under contract with the Town of Innisfail, PCPS acts as the Town's planning department.

Municipal Planning Commission (MPC)

The MPC is a group that consists of three Council Members. The Town's Development Officer also attends the meetings as a resource person and recording secretary. The MPC meets regularly to consider development applications made under the Town of Innisfail Land Use Bylaw. The MPC's authority to make decisions on those applications is granted by the Land Use Bylaw. The MPC can approve an application (with or without conditions) or refuse it outright.

Development

Development Permit

The Development Permit is a document issued by the Town that authorizes the development of a particular parcel of land. Most renovation, demolition and new construction projects require Development Permits prior to commencement of work. Any change to land or building, either physical or in the use that is made of it, is also considered development. This may include change of use or intensity of use. Notice of Development

The Town of Innisfail authorizes conditional issuance of Development Permits. Any person who deems he/she may be affected by the issuance of a Development Permit may appeal to the Development Appeal Board of the Town of Innisfail within fourteen (14) days of the date of the publication of the notice. Appeal applications must be filed with the secretary of the Development Appeal Board at the Town Office, with an appeal fee of $30.00, and must include your name, address and phone number.

Innisfail's Development Appeal Board consists of one council member and five citizens at large.

Building

Building Permit

Construction of either a new building or additions to an existing building will require both a Development Permit and a Building Permit. A Building Permit is a document issued by the Town's Safety Codes Officer that authorizes construction. Building Inspection is a legal requirement of the Safety Codes Act, ensuring that the construction meets the requirements of the Alberta Building Code and is as per the specifications outlined in the building permit application and the Building Inspector's plan review. Gas, Plumbing and Electrical Permits

The Town of Innisfail issues all Gas, Plumbing and Electrical Permits for work done within the Town limits. Permits may be issued to either contractors or homeowners. When a contractor is involved in the installations, his signature and certification number is required on the permit.

The Compliance Certificate

The Compliance Certificate is a document signed by the Town certifying that a development (e.g. house, shed, fence, garage) complies with the Land Use Bylaw. Compliance Certificates are typically required by the mortgage company to protect the property purchaser (and the mortgage companies' investment).
