Municipal Planning Commission (MPC)
Duties

The Municipal Planning Commission is established under the authority of the Land Use Bylaw 1470. The MPC, acts as Development Authority in deciding upon all development permit applications for discretionary uses and any other development applications referred to it by the Development Officer. The MPC is comprised of three members appointed by resolution of Council, all of whom shall be members of Council. No person who is a member of a Development Appeal Board shall be appointed to act as a member of the MPC. Meetings are held every Monday night prior to Council Meetings.

Innisfail Municipal Library Board
Duties
The Innisfail Library Board is dedicated to the education, culture enlightenment, recreation, freedom to read and information needs of all citizens of Innisfail and district.

Parkland Regional Library
Duties
The Parkland Regional Library is an independent body established under the Alberta Libraries Act for the purpose of providing a variety of support services for the public and school libraries of rural Central Alberta.

Community Services Standing Committee

Duties
The aim of the Community Services Standing Committee is to enhance and strengthen the quality of life for all citizens in Innisfail and area. The Committee is to discuss and research issues and concerns affecting the following community services areas and provide recommendations to Council for decision.

  • Parks, recreation and culture facilities
  • Development and maintenance of community parks and trails
  • Recreation programming and development
  • Cultural festivals and events
  • Special Events
  • Transportation
  • Community support services

Central Alberta Regional Waste Commission (CARWC)
Duties
The CARWC was established to address the waste management needs of Red Deer County. Town of Innisfail, Bowden, Penhold and the Villages of Delburne and Elnora. Since the closure of the Ridgeview Waste Recovery site the activities of the Commission are limited to managing the debt incurred by the Commission. The Commission will requisition the member municipalities on an annual basis.

Duties
The Innisfail Chamber of Commerce is a catalyst – a common vehicle mobilizing enlightened members from all segments of the business community to work together for the common good of the community.

Central Waste Management Commission (CWMC – Plasco)
Duties

CWMC is authorized to provide solid waste management services. The following municipalities are members of the Commission:

Red Deer River Watershed Alliance
Duties
The Red Deer River Watershed Alliance was formally established and incorporated as a Society in 2005, and is a multi-sector, non-profit organization that promotes the good use and proper management of water within the Red Deer River watershed. In September, 2005 The Red Deer River Watershed Alliance was granted the status of the Watershed Planning and Advisory Council by Alberta Environment as part of the Province's "Water for Life" intiative.

Municipal Emergency Management / Emergency Preparedness
Duties
The Emergency Management Agency is established under the authority of Bylaw 1489. The Committee is established to act as an agency of Council to ensure that emergency plans and programs are prepared to address potential emergencies or disasters in the Town of Innisfail. There is hereby established an Emergency Management Committee to advise Council on the development of emergency plans and programs.

Council shall:

a) by resolution, appoint three of its members to serve on the Emergency Management Committee;

b) provide for the payment of expenses of the members of the Emergency Management Committee;

c) by resolution, on the recommendation of the Emergency Management Committee, appoint a Director of Emergency Management and Deputy Director of Emergency Management;

d) ensure that emergency plans and programs are prepared to address potential emergencies or disasters in the Town of Innisfail;

e) approve the Town of Innisfail's emergency plans and programs; and

f) review the status of the Municipal Emergency Plan and related plans and programs at least once each year.

Innisfail Joint Use Committee
Duties
The Joint Use Agreement between the Town of Innisfail and Chinooks Edge School Division allows for the residents of Innisfail to rent certain school facilities. The Innisfail Joint Use Committee consists of representatives from Chinook's Edge School Division and the Town of Innisfail and is responsible for the coordination and management of the utilization of Town and School facilities in accordance with the approved schedule and budget. Currently, the Innisfail Middle School gymnasium and Student Gathering Area as well as two Fine Arts Rooms in the Jr Sr High can be booked by the public.

Duties
The Town of Innisfail appoints an FCSS Board whose mandate is to identify community issues and needs, review Community Grant Applications and make recommendations to Town Council.

Central Alberta Regional Trails Society (CARTS)
Duties
CARTS provide a forum for all trail interests and groups including the provincial trail user associations, partnering with trail stakeholders to develop and deliver user education programs and to promote responsible recreation access. They meet a total of 6 times a year - November, January, March, May, July, and September.

Parkland Foundation Housing for Seniors / Autumn Glen Lodge
Duties
Parkland Foundation Management Body is mandated to operate under the Alberta Housing Act and related legislation and regulations. Its primary purpose is to administer and maintain a portfolio of comfortable and affordable residential housing units for the benefit of citizens to whom the various social housing programs are targeted.

Parkland Community Planning Services (PCPS)
Duties
PCPS provides a variety of planning consultation services to municipalities and the private sector, specializing in municipal land use policy planning, site assessment and design and subdivision services.

South Red Deer Regional Wastewater Commission (SRDRWC)
Duties

Mountain View Regional Water Services (MVRWS)
Duties
The Mountain View Regional Water Services Commission owns and operates the Anthony Henday Water Treatment Plant (AHWTP), which is situated on the banks of the Red Deer River northwest of Innisfail.

The idea of a regional system was conceived in 1973, when the towns of Innisfail, Bowden, Olds, Didsbury, Carstairs and Crossfield approached the provincial government about building a water treatment plant and pipeline to provide a safe reliable source of potable water for its citizens.

Approval was given in 1974, construction commenced on the water plant in 1975, and on the pipeline in 1976. The project was completed in 1977, with production and pumping beginning in November 1977. The provincial government operated the AHWTP from 1977 to 1992. In 1992 the legislature and the owners incorporated the MVRWSC and operation was taken over in 1993. The MVRWSC is directed by a Board, which consists of one member of council from each town and an independent administrator.

Duties
CAEP is a partnership of 41 Alberta Municipalities with a mission "to enhance sustainable economic prosperity across Central Alberta by facilitating the collaboration between communities, business and government and by providing tools to assist member communities in economic development."

Red Deer River Municipal Users Group
Duties
A number of municipalities and communities depend completely on the Red Deer River for their supply of water for domestic and industrial use. Most of these groups are members of the Red Deer River Municipal Users Group.

Mandate and Objectives:

• Establish and maintain a comprehensive information base that will provide consistent and current information pertaining to water issues.

• Provide a forum for municipalities to discuss water supply, water use and water quality.

• Serve as an advocate of municipal interests in the supply, use, delivery and quality of water.

• Insure that reliable quality water supplies are available for a sustainable and growing economy in each of our municipalities.

• Continually work toward a healthy and balanced aquatic ecosystem

Intermunicipal Development Plan – Red Deer County
Duties
Intermunicipal planning is an ongoing effort between two or more municipalities to make land use planning decisions in a manner that reflects the mutual and individual interests of the affected municipalities. An Intermunicipal Development Plan (IDP) is one of the main tools used in this effort.

An IDP is a broad-based policy document that is designed to ensure that development, usually in and around an urban municipality, takes place in an environmentally responsible and sustainable manner without significant unnecessary costs and unacceptable negative impacts

on either municipality. It recognizes the difficult challenges facing both municipalities as they try to deal with the expectant growth pressures in a way that is mutually beneficial. An IDP is expected to provide both municipalities with a comprehensive long range land use based plan that reduces potential development conflicts, addresses community concerns and provides a framework for ongoing consultation and cooperation in areas of mutual concern.

Downtown Steering Committee
Duties
The Town of Innisfail is starting a process to revitalize the Downtown Area and improve the general appearance of 50 Street between Highway 2A and the railway tracks. The intent is to have plans to help make the area more attractive, remain vibrant and be a source of community pride. This will involve creating:

  • An Area Redevelopment Plan for the Downtown Innisfail area
  • A Streetscape Design for the re-construction of 50th Street
  • A Downtown Strategic Action Plan; and
  • A Community Revitalization Plan and Levy
